As to your question, try asking which is better, a car or a kettle? Well it depends what your objective is, I suggest you read about what AdWords and Adsense are, then you might realise that they are different things with a different purpose. Then, whichever one fits with what you are trying to achieve is the one that is better. But then your objective is something else altogether IMHO.

Adwords is a place where we have to spend the money.
Adsense is the place where we get money if somebody clicks the ad in your blog.

You can't compare Adwords and Adsense as they work differently. With Adwords, you pay search engines for your website exposure (being an advertiser): with Adsense, you are paid (being a publisher) by search engines for exposing Adwords client websites to your visitors. Hope that's clear.
