There are two schools of thought about optimizing the Search Engine Optimization technique. Knowing the basic of optimizing site would make you be aware of how to do SEO effectively and how to use such tools efficiently. You need to absorb very well the basics before jumping on the advance section to know more complicated process but still effective.

it doesn't work well without the other. contents and links are both essential to improve its visibility on search engines.

for better search engine optimization both are working in same way. if you have not good content in your website then does not access by search engine and as well as same you have not back link of your website then does not get a rank.
so both are important for website ranking.

If You have quality content then requires less efforts to have ranking.

I think both are important for on-page optimization view Content is important and if you don't do link building you will not see major improvement in search engine so over all both are very necessary
