I think Back link is more important for increase the page rank. you have to submit your site in high page rank Forum,Blog,Authority,Directory,Article and Social Book Marking site.your page rank is surely increase after doing such a thing...

backlinks serves as a vote on your site to increase Page Rank, if you can get a lot of votes, then probably you can get high Page Rank

Thanks but how many inbounds links can i attached or how many article submission and directory submissions are require to get good ranks?

Get some Quality backlinks for your website and wait for PR update simple.

Suppose I want to submit 500 articles into article directory but i found that high PR article directory is up-to 300 then i submit 0 PR directory.So can it give high traffic and increase PR of my website?

Page rank can increase with blog posting & commenting and need lots of quality backlinks from high PR websites but you should implement online marketing tips to your website which make profit for you than PR.
